Low Income Assistance Program for NSD Customers 

The Napa Sanitation District provides a discount on Sewer Service Charge for low-income owner-occupied homes, and for 501(c)(3) non-profit organizations that provide housing to low income renters. To qualify, homeowners and organizations must meet the following criteria.

Criteria for Home Owners:

a) Own your home
b) Live in the home as your primary residence
c) Are billed NSD Sewer Service Charge on your property tax bill
d) The total income of all persons living in the home must be 60% or less of the area median family income, which will be determined by the current Napa Housing Authority income limits.

Low income owner-occupied homeowners who wish to apply must submit the following:
a) Signed Application Form (original)
b) Federal and/or State Income Tax Returns (copy)
c) Property Tax Statement (copy)

Criteria for Non-Profit Organizations:  

The 501(c)(3) organization must rent 85% or more of each property applying to tenants that have household earnings of 60% or less of area median family income, which will be determined by the current Napa Housing Authority income limits at the time the potential organization participant applies for the Low Income Property Owner Rebate Program.
Non-Profit 501(c) (3) Organizations that wish to apply for the Low Income Property Owner Rebate Program must submit:
a) Evidence showing that they rent 85% or more of the subject property (ies) to tenants that have household earnings of 60% or less of the area median family income
b) 501(c) (3) certificates and program materials.

Low Income Assistance Program Applications

The District begins taking applications for the next fiscal year (July 1 through June 30) in April.  Applications for 2017 are now available and have a deadline of June 30, 2017.
