Doing Business with NSD

Vendor Opportunities

The District maintains a list of vendors that provide services and commodities for public works projects. If your business is interested in being placed on this list, you must complete and sign a Contractor’s Pre-Qualification Application that describes the type of supplies or services your company provides.

If your business provides other services that might be utilized by the District (e.g. office supplies or services), to learn about bid opportunities please contact Donell Mannor, Accountant, at (707) 258-6000.

Insurance requirements

Contractors and consultants hired by the District are required to carry certain types of insurance. The types of insurance that are required include Workers’ Compensation, Comprehensive or Commercial Liability and Business Automobile Liability. You can review our Contractor Insurance Requirements or Consultant Insurance Requirements for more information, or call the District Accountant at (707) 258-6000.

Safety requirements

Napa Sanitation District considers safety to be paramount. We require contractors that work for us on projects to have the same dedication to safety. This is accomplished through an assessment of the contractor’s safety programs. This assessment takes into account, among other variables, the contractors workers’ compensation experience modification rate (EMR), recordable incident rate (RIR), and lost time incident rate (LTIR). For more information on contractor’s safety qualification criteria please contact the District Accountant at (707) 258-6000.

Bid Opportunities

The Napa Sanitation District welcomes bids on construction projects, professional services and goods. Check here for bid announcements,  bid guidelines and contract awards.

Public Bidding Process

For construction projects with an estimated cost of over $175,000, the District follows the public bid process outlined in the California Public Contract Code. This process is followed to insure that all legitimate bidders have the opportunity to be awarded the contract for project construction, and that the District is able to responsibly manage funds by awarding the lowest bid price. For more information on the public bidding process, contact the District at (707) 258-6000.
